Theodore Pupilla joins Libby O’Brien Kingsley & Champion as an associate, bringing experience in criminal prosecution, civil litigation, and transactional work rooted in a unique background spanning law, engineering, and public advocacy.

Prior to joining the firm, Theodore served as an Assistant District Attorney with the Bronx County District Attorney’s Office, where he managed a substantial caseload focused primarily on domestic violence prosecution. In that role, he handled all stages of litigation including arraignments, calendar calls, motion practice, court hearings, and consistently achieved favorable outcomes on behalf of the People.

Before his prosecutorial career, Theodore gained valuable civil and transactional experience as a legal intern with the Public Utility Law Project in Albany, New York. There he conducted municipal code analysis and advocated on behalf of low-income and disadvantaged individuals in utility rate and property disputes throughout New York State. As a student clinician with Vermont Law School’s Institute for Energy and the Environment, he assisted individuals navigating the LLC formation process, working through state statutes, and governance documents, which gave him practical transactional experience early in his legal career.

Theodore holds a Juris Doctor with a Concentration in Energy Law from Vermont Law School, where he served as a Staff Editor on the Vermont Law Review and captained the ice hockey team. He earned dual Bachelor of Science degrees in Civil and Environmental Engineering from Florida Gulf Coast University. He is admitted to practice in both New York and Maine.

His engineering foundation gives him a distinctive advantage in matters involving technical evidence, property disputes, and complex regulatory frameworks. This kind of layered analysis translates directly into effective civil litigation.

Outside the office, he can be found on the ice, the slopes, or the water. He is an avid hockey player, snowboarder, and water skier.
